Borough, HERD approach concord on Bancroft property

The Borough of Haddonfield issued a release regarding legal action taken on behalf of the Haddonfield Encouraging Responsible Development (HERD), a group led by former municipal head Jack Tarditi, against the borough for its redevelopment plan on a 13.15-acre plot on the Bancroft Hall parcel.

The suit brought by HERD was dismissed by Superior Court Judge Nan Famular on Sept. 27 without prejudice to future re-filing. Both sides have agreed to continue working on a plan that would change the proposed housing from “age-targeted,” to “age-restricted.”

“The Commissioners are pleased that the last remaining lawsuit regarding Bancroft redevelopment plan has been dismissed. Our goal to redevelop a portion of the property as well as open space and historic preservation has not changed. Our objective is to accomplish these goals without increasing local property taxes,” said Mayor Neal Rochford in a statement accompanying the release.

According to several sources, the new plan is expected to provide housing restricted to residents age 55-and-older, which HERD has advocated, rather than the market-rate townhouses that the developer and the Borough had planned. It also is expected to eliminate the originally-proposed 30-percent tax break offered to developer J. Brian O’Neill, but will retain the Payment-In-Lieu-Of-Taxes (PILOT) designation.
In addition, the 80 townhouses originally included in the “age-targeted” plans are expected to be reduced to 71.
